Section 3.3 - Duties

Section 3.1 - Executive Officers:
The officers of the Board shall be a Chairperson, a First Vice Chairperson, a Second Vice Chairperson, a Secretary, and a Treasurer and such other officers as may be authorized by the Board from the members thereof.  The Chairperson shall be elected by the Board for a term of three years, renewable for a maximum of three terms.

Section 3.2 - Elected Officers:
A) In accordance with the provisions hereinafter stated, the Board shall elect a Chairperson, a Second Vice Chairperson, a Secretary and a Treasurer from the Board, provided that no one member may concurrently hold more than one Board officer position to be effective at the next regular meeting.

B) Board officers are elected for a term of one year. The Executive/Nominating Committee shall present a slate of officers to the full Board for consideration and election during the last full board meeting of each academic year.

C) The First Vice Chairperson shall be appointed by the Territorial Commander of the Western Territory of The Salvation Army in the United States. 

D) The Principal of the College for Officer Training at Crestmont shall not be eligible for nomination or election to the offices of Chairperson, Vice Chairpersons, Treasurer or Secretary.

Section 3.3 - Duties:
A) The officers shall have the authority and shall perform the duties usually associated with their respective offices and other duties as shall be assigned to them from time to time by the Board, providing, without limitation, that:

B) The Chairperson shall:

  • preside at all meetings of the Board;
  • be an ex-officio member of all committees established by this Board;
  • pursuant to Article V §5.1(D), select from the full Board membership, and nominate to the Board, the Chairpersons of all standing Committees of the Board;
  • otherwise facilitate and foster a communicative and open Board environment for the discussion of issues and solutions on educational, financial, property, and spiritual matters facing the College for Officer Training at Crestmont and its greater community.

C) The First Vice Chairperson shall:

  • in the absence or inability of the Chairperson, preside at all meetings of the Board and otherwise perform all duties and possess all powers of the Chairperson at such meetings;
  • be a voting member of an assigned committee and an ex-officio member of all other committees established by the Board; and
  • otherwise facilitate and foster a communicative and open Board environment for the discussion of issues and solutions on educational, financial, property, and spiritual matters facing the College for Officer Training at Crestmont and its greater community.

D) The Second Vice Chairperson shall:

  • in the absence or inability of the Chairperson and First Vice Chair, preside at all meetings of the Board and otherwise perform all duties and possess all powers of the Chairperson at such meetings;
  • be a voting member of an assigned committee and an ex-officio member of all other committees established by the Board;
  • oversee the recruitment of new Board members and the nomination process; and
  • otherwise facilitate and foster a communicative and open Board environment for the discussion of issues and solutions on educational, financial, property, and spiritual matters facing the College for Officer Training at Crestmont and its greater community.

E) The Secretary shall:

  • ensure that the agenda and supporting documents are provided in a timely manner, which shall include any unfinished business from previous meetings, and 
  • that minutes are delivered in a timely manner.

F) The Treasurer shall:

  • ensure that the Board is regularly informed of the financial condition of the College and 
  • that the College’s budget is presented and reviewed by the Board for approval.
